I'm trying to find a company that can offer DRM for shp & kml file formats. Any suggestions would be appreciated.

This is probably the wrong forum for such a posting. The OGC does a a Geo Rights Management activity (http://www.opengeospatial.org/projects/groups/geormwg) and have developed a Geo Rights Management Reference Model (http://www.opengeospatial.org/standards/as/geodrmrm). You might want to take a look at this work. Could be helpful.
