Reading the Catalog Service Specification 2.0.2 the syntax for distance units is

<distance units> ::= “feet” | “meters” | “statute miles” |
“nautical miles” | “kilometers”

and it does have the following comment

/*this set of units is just an example. The real list of distance unit
must be developed*/

Is there any debate or progress about this list of units?

This is being fully resolved for catalogue 3.0. Other OGC standards, such as GML and Observations and Measurements use UCUM - http://unitsofmeasure.org/. You may assume that this is the approach that will be used in Catalogue.
